Very young one

I have been letting my have his friends over and most of them are around 17 or 18 I guess. One day while they were all over at my house, I went downstairs to check on them, they were a little too quiet. I came into the rec room and found one of the girls on the floor, wrapped up in a blanket and another boy wrapped up in another blanket, but with their clothes on. I asked where my was and they didn't know. When I turned around I ran smack into him, all disheveled, but dressed, and with a look on his face like he got caught! I figured he came out of the basement spare bedroom. I went in there and saw 1 of the girls (dressed) climbing out of the bed and another boy in the bed. I said "All right, out!" Next thing I knew,the other boy popped his head out from under the covers laughing. I saw his clothes on the floor and said "Get dressed!" and walked out. I didn't see anything, but I couldn't look him in the eye and neither could he look me in the eye.

A couple of days ago, I found out that the same has a piercing, below the waist! I can't imagine how much that hurt, but 2 things crossed my mind- 1- WHY? Is he THAT freaky enough to actually want to go to do that and at such a young age? And 2- don't you have to be at least 18 to have that done, because I don't think his Mom would really allow him to do that or actually be there at the parlor to watch it be done! I just had to get this off my mind cuz DAMN! I can't figure this out!!
