Yes should be legal in every state.
No should be illegal in every state.
Yes should be legal but only in some states.

 I wouldn't have a problem with it, but i don't think it will ever happen nationwide in the U.S.

I don't agree re the taxing comment. Governments can figure out how (tax as a service and provider registration fees), it is the collecting that is usually a problem.

I also disagree (respectfully) re "the government becomes the pimp". The government wouldn't be condoning or offering the services only regulating. Similar to how a building department, or alcohol enforcement department operates
