I'm not tech-savvy but I suggest you get an IT-friendly friend over to have a look at your computer. Being on the internet is a sure way of getting all sorts of viruses that can't always be picked up by anti-virus software.

Step 1. Reboot the PC.
Step 2. Run Anti Virus scan - Windows Defender is free for all Windows 10 PCs and is in the top 5 AVs out there.
Step 3. Check your mouse. That popup looks like the right click menu for internet browsers.

After that find a friend that is familiar with IT or take it to someone. Troubleshooting on your own if you are not Tech familiar can do more harm then good.

There isn't enough info here to offer any practical advice. But...

1. What version of Windows are you using?

2. What tasks — or what — r u doing when u get that message?

3. Does that message appear if you do NOTHING, and just peruse websites, or, just keep your PC fired up?

Try — Control/Alt/Delete — keys and take a look at the APPLICATIONS or PROGRAMS or TASKS you have running in the background. You might have some random program/application/task — that's trying to access something or complete a task. Look for HUGE percentage CPU usage.
Without seeing what's going on and trying it — forcing a fail — it's tough to find the source of the problem.

If you had backed up your hard drive — regular daily or weekly backups — you could always go back, to a time and date, when everything worked.

Yep... That's the best I can offer. The other solution is to Google the error message you're getting, for your operating system.

Could be a corrupt mouse, keyboard driver, clicklock feature is enabled or sticky keyboard keys. Search right-click menu keeps popping up you'll find answers.

looks like you use microsoft edge too. Try using firefox browser.

Looks like a browser settings issue with Microsoft Edge. You may want to try and reset the settings to the Defaults.

To reset settings in Edge, open Microsoft Edge and click the 3 horizontal dots ( … ) at the top right corner of the browser.

When the Settings page opens, click on the 3 vertical (- - -) bars that are to the left of Settings. In the menu click on Reset settings and click on Restore settings to their default values.

Hope that might help; otherwise, you might have to go the long route and remove Edge and reinstall.

Difficult to say without any details about the age of the PC, specs, revision of Windows etc. One can see it's Windows 10 and a mostly current by the second picture.

If you don't already do this, shut down the PC so it turns off completely. Pull the power cord from the power supply for 1 minute. While there is no power, hold the power button in for 5 seconds and let go. Only hold it in for 5 seconds, some brands do other functions after 30 seconds (Dell) and we don't want to add any additional issues.

With the power still off, can you take the side of the computer off and look inside. Avoid the urge to start jamming a vacuum cleaner inside, make sure the fans all are clean of dirt, dirt balls, hairballs etc. as this will cause components to run hot. If a fan is not moving that is bad and look to get it replaced. If very dusty inside you can get a can of compressed air and blow everything outside, stand upwind so you don't inhale the crap coming out of the computer.

If you need, take pictures with the cell phone of where the plugs go so you can put everything back in the same connection (Video, USB etc.).

Plug in the power and boot up as normal after the 1 minute.

Do you ever see any messages on boot up about errors, issues booting and trying to run a repair?

You can go into the Event Viewer and expand Windows Logs. Look mostly in System or Application. It's common to see red errors, yellow "bang" or ! but you might find errors related to a bad sector on a hard drive or the smoking gun to the problem. You can always google the error to see how serious it is. Tread lightly here, you may see the same error hundreds of times and freak out, it could be a normal message. But they can be clues as to what is going on.

Does the boot up take an extended period of time to load? More than 3-5 minutes or longer? If it takes 15 minutes to boot up and settle in then yes you have an issue or an infection of a virus, malware, spyware etc.

If you go into Device Manager and look at the Disk Drives, you can generally find the manufacturer and look for diagnostics you can run to rule out bad sectors on mechanical hard drives. If the drive is an SSD most companies have a diagnostic test you can run to check that as well.

You can try downloading and installing Malwarebytes, the free version.
Also Adwcleaner is a free tool for checking on bad things.
Same with running the Microsoft built-in anti virus software or if you have a paid version of Norton etc. you should ensure you have an updated version and run a full scan.

Have you tried a different web browsers such as Firefox to see if the same thing happens?

I would agree with my fellow bloggers above, that looks like the dialog box that appears when you right mouse click on a Microsoft Edge browser window. It could be a mouse or keyboard problem but I would also check that your mouse Click-Lock feature is disabled.
