 Cheating is cheating. To be more specific, if one agrees to sexual exclusivity, sex with someone else is cheating.

However, if one agrees to exceptions to sexual exclusivity, then sex with someone else under the agreed exceptions is not cheating, so if one's spouse says "transvestites are OK", then it's not cheating. That's not the implied agreement, and probably not a common exception.
