I wouldn't presume to know what your business colleague was thinking, but I know when I reach across and grab a guy's bicep, it is to send a signal that I want to feel their body. That is not a subtle hint for most women. Now if I tap your forearm, that can mean anything. It can mean, I'm not sure but I want to touch you to make a point in my conversation. It might mean, I'm not sure but if I touch you I will be more sure and if I don't touch you, again, that means I made up my mind away from touching you, again. It might mean, Oooh, I want to touch you, then if I keep touching you, then it will make me grab your bicep next. Most women do not touch men without meaning to convey their interest.
